A senior architect in Pune called us last quarter, mid-application. She had been working on her plot loan documentation for 6 weeks. The bank had asked for 7 different documents she didn't initially have, including a "non-encumbrance certificate" she had never heard of and a "land conversion certificate" that turned out not to apply to her plot. *"Mangesh, every time I submit something, two more requests come back. The honest answer is — there is a complete list, and most banks could share it on Day 1, but for plot loans specifically, the documentation is *deeply tied to the specific state's land records system* and to the specific plot's history. What looks like a generic list multiplies into 15-20 specific document requests once banks start verifying.

This post is the practical map. The complete document framework for plot loans, the state-specific variations, and how to assemble the dossier in the right order to avoid drip-feed cycles.

## The Four-Bucket Framework for Plot Loan Documents

Plot loan documents fall into four distinct buckets:

1. **Borrower KYC and Identity** — proves you are who you say you are

2. **Income and Employment** — proves you can repay

3. **Plot Property Documents** — proves the asset is clean and fundable

4. **Conversion / Construction Plans** — proves you'll build per bank's mandate

Bucket 3 is the largest and most state-specific. It's where most plot loan documentation cycles get stuck.

## Bucket 1: Borrower KYC and Identity

The standard identity stack:

### Mandatory for All Applicants

- **PAN card** (mandatory for any property purchase)

- **Aadhaar card** (linked with PAN; KYC verification)

- **Passport** (if available — strengthens KYC)

- **Recent passport-size photographs** (3-4)

- **Permanent address proof** (utility bill, voter ID, driving licence)

- **Current address proof** (if different from permanent)

### For Married Applicants

- **Marriage certificate** (if joint application with spouse)

- **Spouse's KYC documents** (if joint applicant)

### For NRI Plot Loan Applicants

Add to the standard set:

- Foreign passport, visa pages, work permit

- OCI card (if applicable)

- Foreign bank statements

- Power of Attorney for India-side coordination

## Bucket 2: Income and Employment Documents

### For Salaried Applicants

- **Last 3 months' salary slips** (current employment)

- **Form 16** for last 2 years (annual tax certificate from employer)

- **Last 6 months' bank statements** showing salary credits

- **Employment letter** confirming current role, joining date, current CTC

- **Last 2 years' ITR** with computation

- **Form 26AS** for the same years (consolidated tax statement)

### For Self-Employed Applicants

The documentation is heavier:

- **Last 3 years' ITR** with computation

- **Last 3 years' audited financial statements** (P&L + Balance Sheet)

- **Auditor's certification** with audit firm details

- **Business registration documents** (GST registration, professional license, partnership deed, etc.)

- **Last 12 months' business bank statements** (separate from personal)

- **Last 6 months' personal bank statements**

- **Nature of business documentation** (clients, contracts, invoices)

### For All Applicants

- **CIBIL report** (banks will pull, but reviewing yours pre-application is wise)

- **Existing loan account statements** if any (vehicle, personal, credit cards)

## Bucket 3: Plot Property Documents (The Biggest Section)

This is where plot loans differ most from home loans. The document set is heavily state-specific, but the structure is consistent:

### Universal Plot Documents (All States)

**Sale Deed:**

- Latest sale deed showing seller's ownership

- All previous sale deeds in the chain (typically 30 years for clean title)

**Title Chain Documentation:**

- Mother deed (oldest available transaction document for the plot)

- All intermediate transfers

- Inheritance documents (if any inheritance in chain)

**Encumbrance Certificate (EC):**

- Issued by Sub-Registrar's office

- Shows all transactions on the plot for last 15-30 years

- Must show no current encumbrance (no existing loan, mortgage, lien)

**Property Tax Receipts:**

- Last 3-5 years of property tax payments

- Demonstrates property is recognized by local authority

- Shows no outstanding tax dues

**Approved Layout Plan:**

- The plot must be in a layout approved by relevant development authority

- DTCP approval (Tamil Nadu, Karnataka)

- DDA / HMDA / BDA approval (Delhi, Hyderabad, Bengaluru)

- TPS approval (Maharashtra)

- Equivalent for other states

**Layout Approval Authority Documents:**

- The development authority's approval letter for the layout

- Sanctioned plan showing the specific plot

- Plot demarcation certificate

### State-Specific Land Records

The single most variable piece. Each state has its own land records system:

**Maharashtra:**

- 7/12 Extract (showing current ownership)

- 8A Extract (mutation register)

- Form A or Form B (depending on plot type)

- Talathi report

**Karnataka:**

- RTC (Records of Rights, Tenancy and Crops)

- Mutation Register Extract (Form 12)

- Tippan / Akarbund / Pahani

**Tamil Nadu:**

- Patta (ownership document)

- Chitta (land use document)

- A-Register Extract

- TSLR (Town Survey Land Register)

**Telangana / Andhra Pradesh:**

- Pahani (current ownership)

- 1B Register

- Adangal / Khasra

- ROR (Records of Rights)

**Uttar Pradesh:**

- Khatauni (ownership register)

- Khasra (land record)

- Sajra (map)

**Delhi:**

- DDA documents

- Property tax records

- Conversion certificate (if leasehold to freehold)

**Other States:** equivalent state-specific land records.

If you're not sure which documents apply for your state, ask your local lawyer or sub-registrar's office before applying for the loan. Trying to figure this out mid-application creates major delays.

### Approved Layout Specific Documents

For plots in approved residential layouts:

- **RERA registration** of the layout (if applicable post-2016 layouts)

- **Layout plan approval letter**

- **Common amenities NOC** (water, drainage, road approval)

- **Khata transfer / mutation in current owner's name**

- **NOC from layout/society** (if applicable)

- **Builder NOC** (if buying from builder/developer)

### For Plots Within Cooperative Society

Some plots are within cooperative housing societies:

- **Society share certificate**

- **Society NOC for sale and mortgage**

- **Society membership transfer documents**

- **Society's audited accounts** (last year)

## Bucket 4: Conversion and Construction Plans

Banks want evidence of your construction intent because of the construction mandate.

### Pre-Application Documents

- **Plot purpose declaration** (signed): your statement that plot will be used for residential construction

- **Construction timeline declaration**: typically 3-year commitment

### If Construction Plans Are Already Drawn

- **Architect's preliminary plans** (if available)

- **Approximate construction budget**

- **Proposed construction start date**

### If Construction Is Vague

- **Letter of intent** stating you intend to construct within bank's mandated period

- **Acknowledgment** of construction terms in loan agreement

For most plot loan applications, vague construction intent is acceptable as long as you formally commit to bank's mandated timeframe (typically 3 years).

## Common Documentation Issues and Resolutions

Five recurring problems:

### Problem 1: Missing Mother Deed

If the title chain is broken and the original sale deed (mother deed) is missing, banks struggle to underwrite. Resolution paths:

- Get certified copy from sub-registrar (most states allow this for transactions registered with them)

- Get title certificate from a property lawyer who has examined the available documentation

- In some cases, indemnity bond from current owner

### Problem 2: Old Encumbrance Mentions

If EC shows old loan/mortgage from 15+ years ago that may not have been formally satisfied:

- Get satisfaction letter from the original lender (if they still exist)

- Legal opinion confirming the loan was settled

- Sub-registrar entry showing satisfaction

### Problem 3: State Land Records Out of Date

Mutation may not have been done after a previous sale (common in older properties):

- Initiate mutation process at local revenue office (1-3 months in most states)

- Get certified copy of pending mutation

- Banks accept "mutation in process" with adequate documentation

### Problem 4: Layout Approval Delayed

Some plots may be in layouts where development authority approval is "in process":

- Confirm with development authority on approval status

- Don't proceed with loan application until approval is genuinely complete

- Risk: paying earnest money on plot whose layout doesn't get approved

### Problem 5: Cooperative Society NOC Refusal

Some societies are difficult about issuing NOC for sale and mortgage:

- Engage society directly with formal letter

- Provide identification of buyer (you)

- Address any pending dues or society issues

- If society is dysfunctional, the plot may genuinely be hard to fund

## A Pre-Submission Checklist

Before sending your dossier, verify all four buckets:

✅ KYC documents (PAN, Aadhaar, address proof)

✅ Income documents (3 years for self-employed, 6 months for salaried)

✅ Sale deed and complete title chain (30 years)

✅ Encumbrance certificate (15-30 years)

✅ State-specific land records (7/12, RTC, Patta, etc. depending on state)

✅ Approved layout documentation

✅ Property tax receipts (last 3-5 years)

✅ Society documents (if applicable)

✅ Construction intent declaration

✅ Joint applicant documents (if applicable)

## How to Structure Your Document Submission

A practical 3-step approach:

### Step 1: Engage Local Property Lawyer Early

Before submitting to bank, engage a local property lawyer (in the city/state of the plot) to verify documentation completeness. They cost ₹15,000-50,000 but save 4-8 weeks of back-and-forth.

### Step 2: Submit Complete Dossier in Single Indexed PDF

Don't submit documents in dribs and drabs. Compile complete dossier:

- Cover note explaining structure

- Index of all documents with bucket organization

- Each document properly labelled

- Single PDF (or digital portal upload as one set)

### Step 3: Address Anticipated Questions Upfront

If you know your file has any unusual elements (recent name change, prior loan settled, mutation pending), include written explanations upfront in the cover note. This prevents discovery questions.

## What I Told the Pune Architect

For the borrower I mentioned at the start, we ran a structural reset:

- 6 weeks of drip-feed had been because her bank kept discovering documentation gaps

- We hadn't engaged a local lawyer to verify completeness pre-application

- State-specific Maharashtra documents (7/12, 8A) were partially incomplete

We restructured:

- Engaged a Pune-based property lawyer (₹35,000)

- Lawyer audited the file in 1 week, identified 12 specific items needing resolution

- Most were resolvable through local revenue office visits and the seller's lawyer cooperation

- Mutation was actually completed (documentation was just unclear)

- Encumbrance certificate refresh (latest 30 days)

- Old loan satisfaction letter from 2008 transaction (took 3 weeks to obtain from old lender's archive)

After 5 weeks of clean documentation work, she submitted complete dossier to ICICI. Plot loan sanctioned in 9 weeks (vs the 4+ months her drip-feed approach was tracking toward). The lawyer fee paid for itself many times over in time savings and stress reduction.
