# Can I Get a Plot Loan for ₹15-20 Lakh? Is It Even Feasible?

A government employee in Indore called us last quarter. He earned ₹62,000 net per month, had clean CIBIL of 770, and had identified a ₹24 lakh plot in his hometown approved layout. He needed ₹17 lakh of loan support. He had been to three banks; two had not been particularly enthusiastic about the small loan size. *"Mangesh, are plot loans below ₹20 lakh genuinely available, or am I just too small a customer for the banks I'm approaching?"*

The honest answer is — yes, plot loans of ₹15-20 lakh are absolutely available, and many banks specifically serve this segment. But the bank pool is *different* from what HNI customers face. Major private banks and SBI Realty are mostly oriented toward larger ticket sizes; for ₹15-20 lakh plot loans, you should target specific banks and HFCs that focus on this segment.

- Smaller-ticket plot loans are part of their core business

**LIC Housing Finance:**

- April 2026 rates: 9.20% - 10.50%

- Tenure: up to 15 years

- Processing fee: 0.50%

- Particularly active in tier 2 / tier 3 cities

- Comfortable with smaller plot loans

**SBI Realty (Local Branch):**

- April 2026 rates: 9.45% - 9.85%

- Local branches more enthusiastic than major city branches

- Lowest absolute rates among accessible options

### Tier 2 for Smaller Plot Loans

**Bajaj Housing Finance:**

- April 2026 rates: 9.50% - 11.00%

- Faster processing

- Higher rate but workable

**Dewan Housing (DHFL successor entities), Indiabulls Housing Finance:**

- Rates: 10.00% - 12.00%

- More flexible profile underwriting

- Better for borderline cases

### Tier 3 (Last Resort)

**Cooperative banks:**

- Rates often 10.50% - 12.50%

- Local underwriting but less standardised

- Best for genuinely tier 3 markets where major banks don't operate

## What Rates Are Realistic for ₹15-20 Lakh Plot Loans

For typical clean salaried borrower with 750+ CIBIL:

## What Documentation Banks Want for Smaller Plot Loans

The good news: documentation requirements are similar to larger plot loans, but banks may be slightly more flexible:

### Mandatory (Same as Larger Loans)

- Standard KYC documents (PAN, Aadhaar, photographs)

- Income proof (salary slips, Form 16, ITR)

- Bank statements (last 6 months)

- Property documents (sale deed, encumbrance, mutation, layout approval)

### Sometimes Relaxed for Smaller Loans

- Older property records can sometimes be partially missing if alternative evidence exists

- Layout approval verification can be lighter

- Society NOC requirements may be flexible

This relaxation is selective. Don't assume documentation can be skipped — gather complete dossier as you would for any plot loan.

## Why Major Banks Are Less Enthusiastic on Small Loans

Three structural reasons:

### Reason 1: Processing Cost Economics

Banks incur similar processing costs (legal verification, technical valuation, underwriter time) regardless of loan size:

- ₹15 lakh loan: bank's cost-to-revenue ratio worse

- ₹1.5 crore loan: bank's costs are tiny relative to revenue

Banks naturally optimise for larger loans where economics work better.

### Reason 2: Branch-Level Mandates

Major bank branches have monthly disbursement targets. Loan officers prefer larger loans that hit targets faster. ₹15 lakh files get less attention than ₹1.5 crore files.

This isn't always explicit, but it's reality.

### Reason 3: Risk Concentration

For very small loans, banks worry about borrower segments where small loans cluster (lower-income, less stable employment). Major bank credit policies are calibrated for stronger profile segments.

## How to Approach the Bank Selection for Small Plot Loans

A practical 3-step approach:

### Step 1: Skip Major Private Bank Branches

Don't waste 4-6 weeks at HDFC, ICICI, Axis private bank branches if your loan size is ₹15-20 lakh. They may approve, but the experience will be slow and conservative.

### Step 2: Apply to HFCs Specialised for This Segment

Start with PNB Housing Finance + LIC HFL in parallel. Both are oriented toward this loan segment, have process maturity, and competitive rates. Expect normal-paced processing without extra friction.

### Step 3: Local SBI Branch as Backup

If HFC route faces issues, your local SBI branch is often willing on smaller plot loans where major SBI branches are less enthusiastic. Local branch relationships matter.

## When Personal Loan Becomes Competitive

We covered the plot loan vs personal loan question in detail in post #100. For ₹15-20 lakh specifically, the math is closer:

For ₹17 lakh loan:

**Plot Loan (PNB Housing at 9.50%, 15 years):**

- EMI: ₹17,753/month

- Total interest: ₹14.96 lakh

**Personal Loan (HDFC at 11.50%, 5 years):**

- EMI: ₹37,406/month

- Total interest: ₹5.45 lakh

The total interest is much lower on personal loan because of shorter tenure. But the monthly cash flow burden is more than double, and you forfeit the seamless conversion to home loan when construction begins.

For ₹15-20 lakh plot loans, the plot loan is still typically better, but the personal loan option becomes more competitive than at higher loan sizes.

## What I Told the Indore Government Employee

For the borrower I mentioned at the start, we mapped his options:

- ₹62,000/month net income

- ₹17 lakh loan need

- Plot in Indore approved layout

- 770 CIBIL

**Bank pool reset:**

- HDFC, ICICI, SBI Realty (major branches) had been lukewarm — that was structural, not personal

- Right targets: PNB Housing Finance, LIC HFL, local SBI branch

**Application strategy:**

- Applied to PNB Housing Finance (their tier 2 city plot loan focus)

- Applied to LIC HFL in parallel

- PNB Housing offered 9.40% over 15 years

- LIC HFL offered 9.50% over 15 years

- He took PNB Housing at 9.40%

**Outcome:**

- ₹17 lakh plot loan approved in 6 weeks

- EMI: ₹17,664/month (28% of income — comfortable)

- Total interest over 15 years: ₹14.83 lakh

The "I'm too small for banks" framing was misplaced. He was the *right size* for HFCs, just not for major private bank branches. Once he targeted the appropriate bank pool, the process was normal.

A year later, his plot is registered and he's saving for construction in 18-24 months. The plot loan structure works perfectly for his profile.

- SBI Realty (local branch): 9.45% - 9.85%

- Smaller HFCs: 10.00% - 11.50%

Apply to PNB Housing Finance + LIC HFL in parallel for competitive offers. Avoid major private bank branches — the experience will be slow and conservative. Local PSU bank branches (SBI especially) are workable backups.

Documentation requirements are similar to larger plot loans, though sometimes selectively relaxed. Don't skip preparation — gather complete dossier as you would for any plot loan.

For ₹15-20 lakh specifically, plot loans remain better than personal loans for most situations, though the gap narrows compared to larger loan sizes. Personal loan becomes competitive only if you have very short construction timeline or genuinely small loan amount.
