A senior tech executive in Mumbai called us last quarter. He had identified two plot opportunities — a ₹2.4 crore residential plot in Lonavala (urban approved layout) and a ₹1.6 crore agricultural plot in Karjat that his property dealer claimed could be "converted to non-agricultural status easily." His advisor friend had warned *"agricultural land for non-farmers is regulatory minefield. Banks won't fund it. And conversion is harder than dealers make it sound."*

His question to me — *"Mangesh, is the agricultural plot worth pursuing? Cheaper price is attractive but if it's regulatory headache, not worth it. What can banks actually fund?"*

## What I Told the Mumbai Tech Executive

For the borrower I mentioned at the start, we worked through both options:

**Option A: Lonavala Urban Approved Plot (₹2.4 crore)**

- Fully approved DTCP layout

- Bank funding straightforward (HDFC, ICICI both interested)

- Standard plot loan: ₹1.68 crore at 8.95% over 15 years

- Down payment: ₹72 lakh + closing ₹19 lakh = ₹91 lakh upfront

- Construction in 24-36 months for weekend retreat

- Clean title, clean process

**Option B: Karjat Agricultural Plot (₹1.6 crore)**

- Currently agricultural classification

- "Conversion possible" per dealer (verified separately)

- Bank funding NOT available pre-conversion

- Conversion process: 18-30 months estimated

- Conversion costs: ~₹8-12 lakh

- Conversion success uncertain

- Cash purchase needed; no leverage available

**Honest analysis:**

- Option A: Standard, clean, predictable financial structure

- Option B: Capital tied up in cash purchase, regulatory risk, uncertain timeline

**For his use case (weekend retreat with family):**

- Option A delivers immediately what he wants

- Option B would tie up substantial capital for years with uncertainty

**Recommendation: Option A (Lonavala urban approved)**

He proceeded with Lonavala plot. Clean transaction, bank funding worked smoothly, construction planned for 28 months out for weekend retreat. The ₹80 lakh "savings" the agricultural plot offered upfront would have cost him 2-3 years of regulatory uncertainty plus inability to use bank financing.

The dealer's "easy conversion" pitch was the typical agricultural land sales narrative — understated timeline, costs, and uncertainty.
